THE UNIVERSITY OF HONG KONG

The University of Hong Kong (HKU) has been collaborating with Shenzhen Government to develop the HKU-Shenzhen Hospital as a teaching hospital of HKU. With the presence of HKU, a new operation model for the Hospital has been introduced, aiming at providing high-quality services from primary to tertiary levels to patients in the region, whilst sustaining a teaching and training mission well supported by a robust research component. The Hospital has commenced operation since October 2012. As the Hospital is located in Shenzhen, the appointee will be based in Shenzhen. Accommodation/rental apartment in Shenzhen and weekly shuttle service between Hong Kong and Shenzhen will be provided.

Deputy Hospital Chief Executive

We are looking for a Deputy Hospital Chief Executive to be seconded to The University of Hong Kong (Shenzhen) Teaching Hospital Limited (THL) and assigned to work in the HKU-Shenzhen Hospital.

The Role

The appointee will report to the Hospital Chief Executive (HCE) and work in collaboration with members of the senior management team, chiefs of service and heads of various departments to ensure the effective planning and provision of quality patient-centred service, operational management, clinical teaching and research in accordance with the vision, mission and strategic direction of the Hospital. The successful candidate may be appointed at clinical, clinical practice professoriate or professional services grade subject to the candidate's academic and professional background and the University's approval.

Key responsibilities of the position include:

  • Assist and support HCE in formulating strategic directions, relevant policies, operational objectives and goals, and annual work plans
  • Ensure and foster effective organization and operational management of clinical services/programs
  • Liaise with relevant government authorities on matters related to the management of operations and provision of professional services of the Hospital
  • Contribute directly to the planning, development and provision of clinical and professional services, and academic and research work, of the Hospital
  • Oversee the daily operations and professional services of the Hospital and work closely with the relevant staff, stakeholders and community to achieve the highest level of performance
  • Oversee the planning and organization of work related to promoting and safeguarding clinical service quality and patient safety, including but not limited to clinical audit review, introduction of new drugs and technologies, credentialing and privileging, implementation of evidence-based clinical practice, and preparation for hospital accreditation
  • Co-ordinate with the Chiefs of Service of clinical specialties and Directors of Special Clinical Centres/Services/Units, and Heads of Nursing and Allied Health Services to steer and oversee the overall planning, development, and provision of their services
  • Manage and be accountable for the allocated resources within the areas of assigned responsibilities and
  • Undertake any other duties and responsibilities as assigned by HCE.

Qualifications and Qualities

The ideal candidate should preferably possess the following experience/attributes:-

  • A medical qualification registrable in Hong Kong under the Medical Registration Ordinance and, if applicable, other relevant specialist qualifications and higher academic qualifications (e.g. MD, MS, PhD)
  • Over fifteen years of substantial experience in the healthcare sector and/or the academia with the recent five years or more in leadership positions
  • A distinguished career withsustained track records of exemplary performance, outstanding contributions and achievements in the planning, development and provision of high-quality clinical service and/or academic and research work
  • Excellent understanding and knowledge of the healthcare policies in China, and overall operation of public hospitals and/or major acute hospitals
  • Strong leadership quality and demonstrated ability in leading multi-disciplinary and inter-disciplinary teams and staff
  • Excellent interpersonal and communication skills in English, Putonghua and Cantonese and
  • Possession of higher medical/healthcare administration qualification a definite advantage.

What We Offer

The successful candidate will be offered a fixed-term full-time contract for 3 or 4 years, to commence as soon as possible, with the possibility of renewal subject to satisfactory performance. Exceptionally outstanding candidate currently at senior clinical professoriate level may be considered for appointment on tenure terms subject to approval.

A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 15% of basic salary. Other benefits include annual leave and professional leave, medical benefits, and free access to on-campus gyms and libraries. Housing benefits will be provided as applicable for clinical professoriate appointment.
