Job Description

POSITION OVERVIEW

We are seeking a highly skilled professional to define and implement the O&M strategy for our OSS Transmission Assets and Electrical Equipment. This role involves planning, managing, and supervising all related O&M activities, ensuring safety, compliance, and optimal performance.

KEY RESPONSIBILITIES

  1. Operations and Maintenance Strategy

    • Develop and implement the O&M strategy for OSS Transmission Assets and HV/MV/LV Electrical Equipment, including auxiliary equipment and structures.
    • Plan and manage the execution of all O&M activities.
  2. Supervision and Team Leadership

    • Supervise subcontractors conducting inspection and maintenance activities.
    • Lead and oversee technical teams, ensuring their safety and adherence to guidelines and procedures.
    • Coordinate repair activities for defects, damages, or faults, including construction phase snags and warranty cases.
  3. Compliance and Risk Management

    • Ensure all assets comply with statutory Health, Safety, and Environmental standards and project-specific requirements.
    • Manage operational risks associated with OSS Transmission Assets and Electrical Equipment.
    • Review technical proposals from service providers and recommend improvements.
  4. Planning and Execution

    • Develop and approve periodic maintenance plans.
    • Execute a comprehensive training plan for technical teams.
    • Perform periodic inspections and ensure the availability and calibration of necessary tools.
  5. Technical Support and Analysis

    • Support technical discussions with regulatory agencies.
    • Analyse technical issues and promote discussions for resolution.
    • Establish and monitor KPIs to ensure performance targets are met.
  6. Budget and Performance Monitoring

    • Develop and manage the monthly and annual O&M budget.
    • Implement practices of operational excellence for asset optimisation.
  7. Operational Support

    • Assist the O&M Manager with day-to-day operational management, including scheduling, emergency response, and unscheduled maintenance.
    • Identify project risks and propose mitigation measures.
  8. Reporting and Relationship Management

    • Prepare reports and conduct in-depth technical issue analysis.
    • Challenge contractor and service provider proposals to find optimal resolutions.
    • Build strong relationships with clients, contractors, and service providers.
  9. Health, Safety, and Environmental Compliance

    • Ensure compliance with site HSE plans, relevant health and safety standards, and best industry practices.
    • Achieve low response times and effective maintenance execution.
    • Maintain high performance of security and communication systems, ensuring readiness on time and within budget.

QUALIFICATIONS

  • Education and Certification

    • Degree in Electrical Engineering or equivalent.
    • HV/MV certification.
  • Experience and Knowledge

    • Extensive experience in O&M within offshore wind, Oil and Gas, or Electrical Transmission industries.
    • Experience managing electrical safety rule systems.
    • Knowledge of asset integrity management, particularly transmission systems and offshore wind substructures.
    • Familiarity with structural design principles and operational risk mitigation.
  • Technical Skills

    • Proficient with asset information systems and long-term asset monitoring requirements.
    • Strong technical understanding of turbines, balance of plant, grid impacts, and commercial implications.
    • Competence in quality standards, best practices, technical specifications, and regulatory requirements.
    • IT literacy, particularly with Microsoft Office and SharePoint.
  • Communication and Interpersonal Skills

    • Excellent verbal and written communication skills.
    • Proven ability to build and maintain effective relationships.
    • Self-driven, proactive, and solution-oriented.
    • Able to work independently.
  • Health and Safety

    • Experience in health and safety critical environments.
    • Ability to establish an HSE culture during transition and operational start-up phases.

DESIRABLE QUALIFICATIONS

  • Background in Offshore EPC projects or operational start-up of offshore wind farms (minimum 2 projects).
  • GWO training.
  • Certification in Safe System of Works.
  • Proficiency in operational processes of wind farms and understanding of asset interdependencies.

LANGUAGE SKILLS

  • Fluent in Mandarin
  • Fluent in English (CEFR Level C1 minimum).
