Job Summary
Reporting to the Executive Director of Procurement (EDP). The Senior Buyer is responsible for providing leadership in sourcing and procuring general goods and services for the College. Coordinates the development of formal solicitation documents such as request for proposals (RFP) and requests for quotes (RFQ) as needed in the procurement of supplies and services. Works to achieve the Purchasing department's mission, goals, and objectives while adhering to laws controlling governmental/ educational purchasing operations.
Primary Duties And Responsibilities
Essential Performance Requirements*
- Provides leadership in sourcing and procuring general equipment, goods, and services for the College
- Implements rules, regulations, and policies with a high degree of professionalism and works independently taking a proactive approach from the initial customer request throughout the procurement process
- Leads teams through category review, analysis, and selection process
- Manages all sourcing activities, the sourcing process, and methodology, including definition of user requirements
- Responsible for the needs analysis process, strategy, benchmarking, vendor identification, and communication of policy and procedures during the RFP process
- Works closely with departments on all campuses in developing specifications and writing RFP/RFQs including the advertisement, evaluation, and recommendation for award
- Analyzes spend to determine best methods of procurement
- Prepares purchase orders
- Reviews and approves/ executes contracts and other purchasing documents as delegated and assigned
- Skilled in customer service including demonstrated oral and written communication techniques, follow-up, documentation, time management, and project management practices
- Assists with training both internal Purchasing staff and external TCCD staff

- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute

- Supports the mission, values and 3 goals and 8 principles of the College
SUPERVISION Works under the general supervision of the Executive Director of Procurement (EDP).

Required Minimum Qualifications
- Bachelor's degree from a regionally accredited college or university in Business Administration, Finance, Accounting, or related field and six (6) years of purchasing experience or related field; or any equivalent combination of education, training, and/ or experience
Preferred Qualifications
- National Institute of Governmental Purchasing Certified Professional Public Buyer designation, comparable State of Texas professional certifications, or designations or advance relevant degrees
- Experience in purchasing materials, sourcing or governmental or educational environment
- Experience directing bid evaluations or supplier proposals and coordinate technical evaluations and recommendations
- Experience in leading, submitting, and soliciting procurement packages in compliance with applicable regulatory requirements
- Experience writing proper IFB, RFI, RFP, RFQ bid documents for Construction services and qualifications
- Experience developing and implementing Historically Underutilized Business (HUB) vendor outreach and education

- Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
- Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
- Skilled in excellent customer service and interpersonal skills with diverse populations
- Knowledgeable of basic contract law to avoid bid protests and contract claims
